To train professionals with a variety of knowledge on administration and management of public affairs. (Mainly Government and Democracy and Public Policies). They are trained to master skills, competencies and knowledge responding to issues of good governance in public domains, dealt by both state and private institutions, including NGOs.

It is two-year program, divided in four semesters. In year one, students take basic courses: Fundamentals of Administration and Governance, Theory and Practice of Development, Management and Development and Political Economy of International Development, Human Resources Management, Organization and Management, Reform of Public Sector, and Gender and Development. In year two, besides taking a course on Research Methods and Teaching for Development, students specializes either on Government and Democracy, with the following courses (Decentralization, Intergovernmental Relations and Local Government, Democracy and Development, Leadership, Management of Conflicts and Negotiation, Public Finance Management) or on Public Policies, with the following courses (Formulation and Analyses of Public Policies, Planning Strategy and Management of Performance). The students must prepares and defends a dissertation. Assessment is done through long essays, papers, classroom presentations, class assignments, written or oral exam and public defence of the dissertation.

The program gives competencies to manage issues on public administration and governance, assuming a multidisciplinary social sciences perspective. The graduate will be able to discuss issues of democracy and public participation in political affairs at local (Municipalities), regional and national levels (presidential and members of Parliament electoral processes), which include electoral processes and finances management, and the reform of the public sector. They are prepared to design and develop plans of social and economic development, to monitor and evaluate development programs. The graduate is enabled to discuss and analyze issues such as good governance (finance and human resources management), corruption, leadership and conflicts resolution and planning strategies. Also they are trained to be gender sensitive in all processes of management and administration.
Students acquire skills, competencies and knowledge to operate in the state and private sectors dealing with public interests and with an impact on social, political and economic development of society.
